Planning application received for 19 houses on Marshfield Road

A planning application has been received by Newport City Council from the house builder Charles Church, for 19 houses next to 62b Marshfield Road. Click here to find out more about the application (number 12/1099) on Newport Council’s online planning site and to comment.

Newport Council’s consultation closes on 24th December 2012. If you would like to comment on the proposed development which falls outside of the proposed local development plan, please do so to Newport Council before this date.

Newport Council are always more receptive to individually worded objections, rather than identical standard responses, but to help you, Marshfield Community Council have already objected to the proposal with the following comments:

OBSERVATION 1 – Traffic Concerns

  1. Traffic on Marshfield Road is already a big concern, particularly around school pickup and drop-off times, and further traffic would impact on child and parent safety. Vehicle access to the site is potentially a very serious hazard as it’s on a sharp bend within this pick up parking area.
  1.  We believe the visibility splays to be inadequate at the proposed entrance to the new development, with visibility impeded by the sharp bend and also by the neighbouring property’s hedge.

 3.      Access to and from the A48 has all ready given rise to a number of historical accidents in the vicinity of this junction and increased traffic raises increased concerns.

 4.      A number of objections were made by local residents expressing grave concern over these traffic issues.

 Marshfield Community Council supports these views and considers the traffic risks unacceptable.

 OBSERVATION 2 – General Infrastructure and Environment

 1.      Marshfield and Castleton’s existing foul sewage infrastructure is already at or over capacity, with frequent flooding along Marshfield Road. Developing this site would require extensive drainage work to Marshfield Road causing disruption on the main route through Marshfield and Castleton. 

 2.      The gas and electric substations in Marshfield would need upgrading to manage any further development.

 3.      There’s already a problem in Vicarage Gardens with storm water and the sewer, which can’t take any more. If you allow this, it will cause flooding in the area.

 Marshfield Community Council believes no more housing developments should go ahead without a significant upgrade of these facilities.

 OBSERVATION 3 – Education

 1.      Marshfield Primary school is currently oversubscribed, and is already unable to meet the needs of its historic catchment, with 4 pupils within catchment being refused admission in 2012. This trend is forecast to continue in 2013 and 2014.

 2.      Any future expansion of Marshfield Primary school to meet the needs of residential development in Marshfield and Castleton would decrease play areas and sports facilities (which are already recognised as being below requirement for the area).

 3.      Any future expansion of residential development in Marshfield and Castleton would add to the growing numbers within catchment for Bassaleg School and could cause problems in the future in being oversubscribed.

 Marshfield Community Council does not believe the school can support taking on more children.

 OBSERVATION 4 – Facilities

 1.      The site is not near a doctors surgery or health centre – the nearest being 2.5 miles.

 2.      The site is 0.5 miles away from one shop – with limited opening hours.

 3.      Public transport in the area is limited with 2 infrequent bus routes to Cardiff and Newport.

 Marshfield Community Council believes no more housing developments should go ahead without a significant upgrade of these facilities.

Summary

We have received numerous letters against this proposal from very concerned residents and for all the reasons above we object to it going ahead. There has been some discussion that the access point could be changed to review some of the traffic concerns; however we think this does not resolve all the other issues and would remain opposed.
